In total, investigators documented that 39 computers had their processors replaced, six lost memory modules, and eight had hard drive changes.

The individual submitted 13 separate transactions to a major retailer’s trade-in program over 14 months, beginning in May 2025 and continuing through July 2026. Each Core i7 processor yielded between $200 and $210 in store credit, with the accumulated credits appearing in personal financial records.

Email evidence showed communication between a personal account and an official government email address, containing shipping labels and trade-in documentation for processors matching those missing from the government systems. This methodical approach generated approximately $3,200 in store credit through 16 separate processor trades, which the individual then used to purchase lower-grade replacement components from online retailers to swap back into the government machines.

When investigators eventually interviewed the individual, they initially claimed the hardware swaps were intended to improve system performance and reduce repair turnaround times.
